Background
The 37th General Council passed several motions from the report issued by
the former Division of
Ministry Personnel and Education entitled "Ministry Together: A Report on
Ministry for the 21st
Century." This report established a new category of lay
ministry—designated lay ministry—to
bring shape and structure to the emerging forms of ministry that have
arisen in our denomination.
The relevant motions required a remit in order to become policy. The 38th
General Council agreed
to enact this legislation, but the enactment was later postponed until
after the 39th General
Council so that a task group of the Permanent Committee on Ministry and
Employment Policies
and Services (PC-MEPS) could study its implications.
